Axom Sarba Siksha Abhijan Mission, Dibrugarh Text Box: The concept of community mobilization and development emerged from the recognition that a genuine participatory approach to development is essential for success and sustainability. Ideally, the process involves all members of the community, however, it may also require some members of the community to take the lead in the process and to act as innovators since the entire community gains or loses through the action of any member of the community. Community mobilization and development often makes use of the inherent optimism of human beings by providing a mechanism through which positive futures can be achieved. This optimism can only be tapped by moving away from the traditional “problem solving and prevention” towards “potential development and enhancement”, there is a need to think-positive. Problem solving has often only resulted in social development being undertaken by communities (i.e. repair or construction of social facilities including health facilities, education facilities, etc.). Potential development focuses more on economic development, in other words what potential exists locally and what are the reasons or factors hindering the community from tapping, making use or actually developing these potentials. To sustain community development over time economic development is essential.
To fulfill the constitutional commitment of ‘Right to free and Compulsory Education’ enshrined in Article 21A of Indian Constitution, the Sarba Shiksha Abhiyan (SSA) has been launched in mission mode jointly by the Government of India, state governments and UTs administration. The SSA’s efforts have brought discernible progress. It is now necessary to assess how far the universal enrolment and universal retention have been achieved.  
Community Mobilization is being considered as one of the four pillars of SSA since the vision out lined for implementation of SSA. SSA has framed to implement the interventions in four areas i.e. infrastructure development, quality improvement, Community Mobilization and Innovation
 The two prime aspects of community involvement in the effort are community based approach taking habitation as a unit of planning and community based monitoring and supervision with full transparency. Involving the Panchayati Raj Institutions, School Committees, Village Education Committees, Mother Teacher Associations and other grassroots level structures including NGOs in the management of elementary schools has been envisaged as crucial towards achieving community ownership.

* Formation of Mothers’ Group in 1184 LP Schools.

* Involvement of 176 Tea Garden Volunteers to enhance the participation of deprived communities in the targeted education process.

* Meena Club Formation and Meena Film Show in the Special Focus Group ( Tea Garden and Char) area.

* Annual School Grant for all Govt, Recog, Prov and TG managed school.

* Life skill development training programme for Meena Club members.

* Summer camp at all blocks.

* Out of School cleaning drive.

* Special enrolment drive targeting all children under the age group of 4-14 age group.

* Regular meeting of Peoples committee.

* Annual Convention of presidents of peoples committee etc.

* Observation of National Education Day, Meena Day, EFA week .
